An exciting opportunity has arisen in the environmental health department of a West London local authority for a Senior food safety officer to deputise for the team manager.
The post holder will ensure ensure that the regulatory P1 front-line services are maintained and delivered to a high standard. This role will be the main point of contact for the specialist area in the absence of the Team Manager across the team.

Duties

Line manage Food Safety Officers, the Environmental Health apprentice and temporary staff, as required by the line manager.

To carry out one to ones and appraisals with staff. Participate in the review of staff performance targets and service standards and monitor the quality and performance of work activity.

To participate and lead team meetings.

To take responsibility for the leadership and delivery of projects within the specialist area as directed by the Team Manager.

To supervise less experienced staff on case-related activities as directed by the Team Manager.

To allocate work to ensure it is distributed in an equitable manner and within the competence of the staff to whom it is given.

Assist with the preparation of annual reports, key decision reports, responses to Government White Papers, draft circulars, Member enquiries and consultations.

Act as departmental or business group representative, through attendance at a range of internal and external meetings, working parties, etc as required.

Maintain up-to-date professional, legal, and technical knowledge to provide the team with guidance and advice to support the operation of the team.

To act as a source of knowledge and advise and guide the team on case-related policies and practices.

To take responsibility for casework management including formal actions including Notices, Closures and especially that of a high profile and/or complicated/politically sensitive nature. To carry out complex investigations as necessary. To act as case manager on criminal investigations/prosecution cases as necessary.

Assist in development and review of procedures and other guidance material in the specialist area to ensure professional, technical, and other staff are fully equipped to perform to their maximum potential. Ensure all enforcement/ legal policies and procedures relevant to specialist area are kept up to date particularly when there are changes in Legislation, Guidance, or Codes of Practice.

Assist with data analysis and ensure timely submission of the statutory annual LAEMS and LAE1 statistical return, annual reports.

Co-ordinate consultation exercises in the specialist subject area. This may include work with central Government, FSA. HSE and PHE to develop the Councils position and to formulate an appropriate response.

Lead professional development in the specialist subject area, facilitating development of professional officers from within the team. Assist with collating the team's annual officer training plan. Organise training, advice, and guidance for the team. Guide and lead in promotion, education, and awareness campaigns, as required.

Contribute to the business plan and ensure that any relevant policy issues and corporate priorities are incorporated within the plan. Contribute to the development of the plan throughout the year in response to changes in legislation, governmental guidance, and other emerging imperatives, financial or otherwise, that reflect the views of Members and wider corporate priorities.

Monitor quality, performance, and standards of staff within the specialist subject area. Contribute to achieving best practice by implementing continuous improvements and enhancements to the service and assisting in the pursuit of nationally recognised quality standards and systems.

Carry out reactive and proactive field work, inspecting premises, taking informal and formal action in accordance with the Council's Enforcement Policy. This would mainly apply if policy/ projects demands are low, when post holder can expect to contribute to day-to-day teamwork and will be responsible for the management of his/her caseload.

Assist with IT development in the specialist area. Liaise with relevant IT staff on IT developments to ensure that data is accurate and complete, and that the database reflects the operational needs of the team.

Establish and maintain good working relationships with partners both within and outside the councils. Ensure that the team is making a strong contribution to the department's overall strategic direction through partnership working and fulfilling its aim to serve special client groups, such as the young or elderly.

This is a Remote working role where flexibility is required required for meetings through the Borough
