We are looking for a highly experienced school business manager who has worked with secondary academies, as the role is covering the CFO / FD role for a multi academy trust of 3 secondary academies in Manchester. Overseeing academy finance teams and dealing with trust budget planning and motoring. Also overseeing HR and ICT.

Job Summary

* To be responsible for the strategic planning aspects of the trust including financial management and ensuring the trust maximises available resources.

* To be responsible for ensuring financial systems across the trust are secure and meet the highest audit standards.

* To be responsible for ensuring all financial information is submitted accurately and in a timely and appropriate manner to the EFA and related bodies for the Trust

* To recommend a budget to the Trust Board which ensures that EFA funds are allocated fairly across the schools in the Trust.

* To be responsible for ensuring that the Trust Board, Trust Finance and Resources committee and the Trust Audit Board receive accurate and timely information.

* To provide assurance to the above Boards and sub committees that all funds are used in an appropriate way and achieve best value for the Trust.

* To be responsible for achieving Best Value across the Trust, where joint purchasing of goods and services would achieve this.

* To be responsible for leading and managing an effective school support service at the schools in the trust with respect to finance and personnel

* To be responsible for the management of Data Protection across the trust

* To be responsible for treasury and cash flow across the trust

Finance Academy Level

* To advise the Headteacher/Senior Leadership Team and Local Governing Body by preparing appraisals/scoping project /preparing bids for specific projects and for the development of a business plan for the future development of the school.

* To use financial management information, especially benchmarking, to identify areas of relative spend, assess trends and directly advise SLT and Local Governing Body.

* To oversee the preparation of the annual budget and delivery of short, medium and long term financial plans for the school.

* To maximise income generation e.g. external grants, business, sponsorship, funding within the strategic objectives/ethos of the school, and act as point of contact for grant applications, gifts and other donations.

* To be responsible for the compliance with all financial procedures in the schools, including internal and external audit requirements.

* Take a lead role in planning, monitoring and evaluating cash flow and budgets.

* To oversee the effective management of expenditure within agreed budgets.

* To be responsible for the selection and management of resources, including management of a budget and regular audit of resources. Trust Level

* To advise the Executive Headteacher/Academy headteachers, Local Governing Bodies and Trust Board on investment and financial policy, preparing appraisals/scoping project /preparing bids for specific projects and for the development of a business plan for the future development of the Trust.

* To use financial management information, especially benchmarking, to identify areas of relative spend, assess trends and directly advise the Executive Headteacher and The Trust Board.

* To responsible for the preparation of the annual budget returns and delivery of short, medium and long term financial plans for the Trust to the EFA and other statutory bodies.

* To maximise income generation e.g. external grants, business, sponsorship, funding within the strategic objectives/ethos of the Trust, and act as point of contact for grant applications, gifts and other donations.

* To be responsible for the compliance with all financial procedures in all schools in the Trust, including internal and external audit requirements

* Take a lead role in planning, monitoring and evaluating cash flow, treasury and budgets across the Trust.

* To oversee the effective management of expenditure within agreed budgets.

* To be responsible for the selection and management of resources, including management of a budget and regular audit of resources across the Trust.

* To supervise all year-end procedures, ensuring finances are ready for external audit and accounts preparation

* To act as company secretary and maintain accurate and up-to-date records with Companies House and Edubase.

Business Management

To identify and implement cross-trust efficiencies and savings

To ensure all contract tenders comply with OJEU and other regulations in respect of public funds and the Competitive Tendering Policy is implemented consistently across the trust

To manage cross-trust service contracts and oversee the effective delivery of service level agreements purchased by the trust.

To ensure and manage appropriate school and trust insurances.

To take a lead role in marketing and promoting the trust.

Undertake research and obtain information to inform business and planning decision making in the trust. Whole Trust Administration

To provide strategic input into the effective management of supply cover within the schools.

To provide strategic input into the effective planning, development, design, organisation, implementation and monitoring of support systems/procedures/policies

To ensure the effective management of manual and computerised record/information systems.

To develop and ensure compliance with policies and procedures such as confidentiality, auditing and data protection, reporting all concerns in accordance with procedures.

Personnel

To be responsible for ensuring the completion and submission of complex forms, returns etc., including those to outside agencies e.g. DfE, EFA and other statutory bodies.

To be responsible for the effective administration of the payroll system and personnel returns/system.

To ensure/undertake the effective recruitment/ induction/ appraisal/ training/ coaching/mentoring of staff in the school teams.

Take a lead role in the recruitment of support staff and in managing associated employment procedures.

Provide general advice and guidance to staff and others on personnel issues and, with the HR Director, to act as a point of contact for personnel matters.

To ensure the effective management of contract administration for employees, including ensuring appropriate clearances have been completed prior to staff commencing.

To give advice to Trust Board, Executive Headteacher, Governors and academy Headteachers on employment related matters e.g. assessment of salaries, sickness and maternity procedures.Facilities Management

To develop and ensure compliance with policies and procedures such as health & safety and security.

To have oversight of the effective management of facilities including premises, lettings and associated income, building and projects etc.

To have oversight of the overall management of Health & Safety in the schools including adherence to procedures and risk assessments in accordance with relevant policies and procedures
