Our local authority are looking for an Business Support Office – Finance to join them on a temporary basis for around 3-6 months.

Location – LE3 8RA

Pay Rate – £13.70ph

Hybrid role.

Job Purpose: As a member of Children and Family Services you will be required to ensure the development of high quality financial and administrative support. It is vital to the future of the department that the post holder is flexible in taking on additional tasks, willing to offer help to employees and treats co-operation and support for colleagues as a top priority.

Main Duties:

* To take day-to-day responsibility for specific Children and Family Services budgets including budget preparation and monitoring of income and expenditure involving collection, inputting, sorting and extracting financial information, and all budgetary control across the Service.

* To make appropriate use of LCC financial systems, including the use of Excel spreadsheets, and other county council software systems.

* Provision of financial information to support budget monitoring arrangement, estimate preparation, strategic preparation, strategic decision making and end of year closing of accounts.

* To prepare and certify invoices and salary claim forms for payment, approve procurement orders and control monitoring of delivery notes for various coding structures in accordance with financial procedures.

* To support the Business Manager – Operations with budget management requirements according to financial procedures on a regular basis.

* To manage and control imprest accounts and P-cards in accordance with financial regulations. This will include the proper reconciliation of imprest accounts and the initial authorisation of payments.

* To ensure necessary and effective systems are in place, ensuring that information required for auditing purposes can be collected, collated and analysed efficiently and effectively.

* To line manage staff, including supervision, PDR and PDR review meetings. To implement and undertake absence management, disciplinary and behaviour at work action, under the direction of the Business Manager –Operations or Senior Management Information Officer.

* To ensure that appropriate levels of support for staff are in place, including prioritisation and organisation of workloads, and ensuring appropriate levels of cover on a daily basis.

* To monitor the use of LCC grants ensuring monies are spent in accordance with administered guidance.

* To produce and present reports as necessary to Senior staff. To offer advice on C&FS policies and strategy as necessary.

* To be a point of contact and lead on giving advice and guidance on FEEE payments,administration and issues arising, to the early years sector as well as internal and external partners and members of the service.

* Provide and support staff with on-going data cleaning which fully supports case management system capabilities.

* Preparation/planning for the completion of Ofsted and any other inspections.

Another other duties.

Qualifications required:

* Recognised Academic Qualifications e.g. 'GCSE', 'A' Levels, Vocational Quals, Professional/Further Education Quals in relevant area.

* NVQ 3 or equivalent in relevant area or equivalent level of relevant experience.

* Training in the use of ICT applications – Microsoft Word, Excel, Publisher, PowerPoint, Access etc.

* GCSE in computing/IT or ICT qualification (e.g. ECDL,CLAIT).

* Evidence of further in-service training.

* Commitment to continuing professional development.

* A relevant administrative qualification.

* AAT Accounts (or equivalent).

Experience required:

* Experience of working in staff development and delivery of training.

* Previous experience of organising groups/activities.

* Previous experience of researching information.

* Previous experience of collection and collation of data, performing calculations and writing reports
