We are currently looking for a Water Vole Lead to be based in Leiston, Suffolk on a temporary contract.
The Water Vole Lead is responsible for supporting the delivery of the approach to water voles for the project. They are responsible for identifying, updating and resourcing water vole surveys for the project and leading any design or mitigation work for water vole. Additionally, they are responsible for arranging management of American Mink, this includes resourcing, data collection and updating methodologies when necessary.
The full approach to delivery with respect to water voles and American mink at the Main Development Site and Benhall Fen Meadows is confirmed. The lead will implement, update and assure this approach in line with procedures and documentation already in place. Water voles have also been identified at the Two Village Bypass, Yoxford Roundabout, Halesworth Fen Meadows and Pakenham Fen Meadows. American Mink have been identified at the Two Village Bypass, Yoxford Roundabout and possibly Halesworth Fen Meadows. The design and delivery for water vole mitigation and mink management at these sites is ongoing.
The role includes the following:
Liaison
The Water Vole Lead is required to liaise with the following parties, though regular engagement sessions and workshops:
• Client: including the ecological delivery lead, The Development Control (DCO) Team, the Clients appointed Designer, their Land and access team (DCM) and their Permits and Controls Team.
• Key stake holders: Members of the Ecology Working Group, landowners of the impacted sites. Natural England, the (internal drainage board) IDB and Environment Agency (EA).
• Arcadis: Commercial manager, Project planner, Construction lead and the Ecology topic specific leads, lands access team, procurement and the project Manager.
• Sub-contractors: including Derek Gow Consultancy (Named Ecologist on water vole licence) and Command Pest Control (pest controllers involved in the mink management).
In delivering this liaison the Water Vole Lead needs to be proactive in driving and chairing engagement sessions and maintaining an action tracker for tasks.
Deliverables
The Water Vole Lead is responsible for the following:
• Programme: Developing a robust programme to support the delivery of the SZC project to be developed in conjunction with the project planner.
• Documents and strategies: the Water Vole Lead is responsible for executing, monitoring updating and assuring the following strategies and licences:
1. Water Vole Construction Strategy
2. Water Vole Main Development Licence
3. Mink Management Strategy
• Constructability/ Mitigation: Ensuring that the proposed approach for water voles and American mink takes account of constructability, health and safety, maintenance, access, and monitoring requirements as well as further ecological and environmental constraints and controls to water vole and American mink tasks.
• Supporting the Design Team: to ensure that the ecological objectives to deliver water vole mitigation and mink management are met through the development of the design.
• Commercial Estimate: Supporting the development of a robust commercial estimate for the delivery of the water vole mitigation and mink management, that will be incorporated into the overall project estimate.
• Procurement: Preparing Scopes of Works and supporting the procurement team with the delivery.
• Risk management: Identifying risks and measures to counteract the impact of these risks to the delivery of the water vole mitigation and mink management.
• Opportunities and Innovation: Identifying opportunities and innovative approaches that can be implemented to better secure the water vole mitigation and mink management.
• Assumptions: Maintaining a record of assumptions for the delivery of the task.
• Surveys: Plan and resource future water vole and mink surveys, as required.
• Reports: Preparation of water vole survey reports.
• Licencing: Monitor and ensure legal implementation of any water vole licensing requirements. This includes leading on documentation and strategy for any additional licencing requirements (i.e. TVB).
• Monitoring: Implementing and recording any monitoring measures that are scheduled for water vole and mink as required by the consenting and permitting documents (i.e. EA / IDB permits). Resourcing and scheduling any monitoring that is required.
• Access: Preparing documents to support a land access application (including a Land Access Request Form, Survey Schedule, RAMS and a Biodiversity Impact Assessment (if required)), while working with the Land Access Lead to ensure that protocols are being met.
• Security and induction: Working with the security and induction leads to ensure that the water vole team (including subcontractors completing works on Arcadis` behalf) have completed security and induction requirements and updating the induction pack where applicable to water voles.
