JOB DESCRIPTION – FACILITIES MANAGER
To be responsible for the development and delivery of a highly effective estates service, to provide an outstanding learning environment for Manchester Academy students. This will include principle responsibility for fire safety and security management, maintenance of the whole school site and facilities, management of a cost effective service, site development projects, porter duties, ensuring the school complies with all current legislation relating to site Health and Safety management, cleaning and welfare.
Responsibilities:
•Manage hard and soft services contracts for the daily upkeep of the building and grounds and boundaries ensuring all critical maintenance and all cleaning is completed within necessary timescales.
•Be responsible for the management and safety checks of all mechanical equipment on site, including external gates and access controlled doors.
•Management of the PPM schedule including review of performance and tendering to ensure best value for money.
•Maintenance and testing of all fire systems, doors, alarms and escape routes.
•Designated site Fire Officer.
•Effective deployment of staff to cover the service needs of the organisation through design and implementation of a facilities help desk and to minimise outside contractor work.
•To update the business manager fortnightly through Management Discussion Framework to review and plan progress with work
•To hold a fortnightly meeting with site staff using the management Discussion Framework.
•To be responsible for the recruitment, professional development, Professional Development Review (appraisal) and training of site staff.
•Develop processes, procedures and SLAs to proactively manage building maintenance within strict cost and environmental controls whilst maintaining excellent customer service.
•To ensure all waste is disposed of safely and conforming to environmental health and all legal requirements
•Communicate to senior management all building issues and improvement plans so that they are kept up to date and can provide feedback where necessary.
•To support lettings, provisioning requirements of customers and reporting issues to the business manager.
•Produce and provide relevant MI and Health & Safety plans to ensure the building and its grounds remain Health and Safety compliant with legal and statutory requirements including production of ‘risk management’ documentation and Disaster Recovery Plan. Implementation of the Academy Health & Safety policy.
•Facilitation of first aid training for colleagues and maintaining a viable team of first-aiders.
•Ensure effective contracts and good upkeep of academy vehicles and facilitate mini-bus driver training maintaining a viable team of drivers.
•Management of all Estates related cost centres and associated budgets.
•Provide detailed accounts of expenditure against budget to the LGB and other senior managers showing market testing, value for money and to contribute to the overall business reporting figures.
•Maintenance of an asset replacement plan of all furniture, fittings, equipment and plant including financial forecasting for use in Academy budgeting.
•Develop and maintain a Cyclical Maintenance Plan and 5-year Building Fund Capital Plan in line with budget and in conjunction with the School Business Manager.
•Obtain relevant quotes for works according to the Group Purchasing Policy and Guidance, preparing bids and Capital Authorisation Requests in conjunction with the School Business Manager.
•Develop, implement and manage tracking and benchmarking of energy usage based on effective use of the Building Management Software Trend 962 including termly reports to LGB on energy usage benchmarked against other Academies in the group.
•Submit monthly meter readings onto the energy management system.
•Conduct workstation assessments for staff, organise any special requirements or adjustments according to the outcome of relevant meetings. Report termly to LGB on all Estates matters.
•Upkeep of the school travel plan.
•To ensure effective call-out cover.
Ad hoc duties as and when required
Skills & Experience
•2-5 years of experience in contract management and providing support in hard FM throughout a property portfolio.
•Experience within a supervisory role.
•Experience of effectively running Trend 962 BMS Software.
•IOSH or relevant Health and Safety experience.
•Full understanding of the Disability Discrimination Act re toileting, wheelchair evacuation etc
•Understanding of and adherence to legislation governing Health and safety, Equal opportunities and safeguarding
•Supplier & Contractor management experience.
•Hard & Soft Services management.

A team player with good interpersonal skills, you'll be able to motivate your team to ensure first class service to the customer and to work well with all stakeholders. Living within a commutable distance of the school you'll be available for call outs if needed
