£15.25 per hour PAYE / £19 per hour Umbrella PAYE

JOB PURPOSE: We are looking for an experienced Events Officer to provide event management support for a wide range of community outdoor, corporate, and arts grant funded events. This includes managing content and infrastructure requirements, dealing with stakeholders and the health and safety provision including COVID risk assessment and knowledge of Safety Advisory Group (SAG) meetings. An events safety qualification is desirable.

DUTIES

1. To provide event management support and administration for events directly managed by the Council and those provided via third party supplier

2. To provide and/or review all necessary event management documents related to the proper management of event projects to a standard set by the department. This includes risk assessments, method statements, power plans, route and traffic management plans, security plans etc with due regard to HSE Guidelines

3. To be able to provide on the day event management and the setting up and management of event control systems and all aspects of safety of the event including stewarding, staff and crew management, content management and other support services

4. To specify infrastructure, as agreed on individual event projects, including the procuring of marquees, stages, lighting, toilets, barriers, generators and other associated equipment as may be necessary

5. To provide professional standards of crowd safety management planning for all council events including the design and development of safe venue layout. The auditing and assessment of potential crowd management issues and the development of mitigation actions and contingency plans to deal with those issues

6. To liaise with such public, private and public landowners and borough agencies as necessary for the successful completion of event projects, including; police, health authority, traffic management, licensing, trading standards, environmental health, borough wardens, parking, and waste management

7. To procure services in accordance with the duties of the post using Council procedures

8. To be responsible for the management of commercial contracts relating to providers including stallholders and concessions

9. To provide all necessary security arrangements for the safe operation of events including the specification and recruitment of private security companies; adequate radio communications, control room design and other arrangement, and specialist staff like First Aid and Lost Children

10. To work with senior personnel in the police and emergency services, security contractors and other service providers. To work with members and other senior Council officers on events related work

11. To be responsible for the rig and derig of events and to supervise contractors on site to ensure they are complying with site conditions and contract terms.

12. To supervise third party events organisers who hold events on land controlled by the events team and to ensure that they adhere to site conditions and comply with safety requirements agreed.

13. To support the Arts & Culture Officer with the grant funding events programme as required

14. To work outside of normal office hours as necessary

15. To be on call as agreed with your line manager

Person Specification Experience and Education

* Experience of developing and delivering all aspects public events

* Experience of writing or reviewing event safety management documents and Safety Advisory Group (SAG) meetings

* Experience of supervising third party suppliers

* Knowledge of health and safety in relation to events, particularly with regard to current and changing regulations for COVID-19

* Ability to create and deliver creative event solutions that engage residents of the borough

* Ability to create and deliver events that are accessible to all

* Ability to produce the required documentation to support event management

* Ability to create good working relationships and effectively liaise with other officers from within the Council, its partners, and other key stakeholders

* To be able to work effectively within a team environment

* Ability to work outdoors on events

* Effective administration skills including attention to detail and accuracy

* Understanding of equal opportunities issues relevant to engagement projects

* To have an ability to pick and use specialist IT systems quickly
